In 1830, William Stafford started a plantation that had a horse-powered cotton gin and cane mill. It was burned down during the Texas Revolution, but he had it rebuilt and a settlement was established around the site.
In 1884, Stafford had just 50 residents, with almost 18,000 in the 2010 census.

Fountain Valley was transferred to the United States as part of the Treaty of Guadalupe Hidalgo.
